EU CBAM โ Carbon Border Adjustment Mechanism
Kosovo exports steel, aluminium, and cement to EU markets โ all covered by EU CBAM. Kosovo's heavy reliance on lignite coal for electricity generation means high Scope 2 emissions for energy-intensive industries โ a significant CBAM cost disadvantage. From January 2026, EU importers of Kosovar steel, aluminium, and cement must purchase CBAM certificates reflecting embedded emissions.
EU CSDDD โ Corporate Sustainability Due Diligence Directive
EU companies sourcing from Kosovo will be required under CSDDD to conduct human rights and environmental due diligence. Key ESG risks include: environmental management of lignite mining and power generation, labour rights in manufacturing, and governance.

Lignite coal: Kosovo's CBAM challenge and energy transition imperative
Kosovo has some of the largest lignite (brown coal) reserves in Europe and has historically generated approximately 95% of its electricity from two coal-fired power plants โ Kosovo A (now decommissioned) and Kosovo B. Lignite coal is the most carbon-intensive form of electricity generation, producing approximately 1,000 gCOโ/kWh โ roughly four times the EU average. This creates a significant CBAM cost disadvantage for Kosovar energy-intensive industries (steel, aluminium, cement) exporting to the EU. From January 2026, EU importers of these products must purchase CBAM certificates reflecting embedded emissions. The EU and international development finance institutions (EBRD, KfW) are supporting Kosovo's energy transition โ the country has significant solar and wind potential. Kosovar manufacturers should invest in renewable energy procurement (power purchase agreements, rooftop solar) to reduce Scope 2 emissions and CBAM exposure.
